– The main difficulties we have are related to the supply of empty cars for loading. They must be submitted to the loading schedule, which is regulated by the shipper, not the operator. That is, the client submits an application for us with some dates, for the road – with other dates, moreover, it can be legally and reasonably corrected, and the logical control in the ETRAN system does not allow them to be submitted at the specified time. This is because when processing transportation documents, the system calculates the delivery time of an empty car to the station that is specified in the invoice, and looks at whether it coincides with the date set by the shipper for the loaded car. The time difference should not exceed two days. Otherwise, the system does not allow you to arrange transportation.
The operator does not appear in the Charter of railway transport in any way now, and the integration of operator activity into the work of Russian Railways has long been suggested. In other words, the shipper works with the railway according to its transportation documents, but simply orders cars from us. We need to change the regulatory documents so that there is a tripartite activity in the transportation of goods.
